Error Message 'Microsoft Outlook has encountered a problem and needs to close'

Are you experiencing the following error message when starting Microsoft Outlook 2011 for Macintosh:  "Microsoft Outlook has encountered a problem and needs to close. We are sorry for the inconvenience"? The following article contains step by step instruction on how to resolve this error.
